Refinery Operations Manager (Polyurethane)

Position Summary


The Refinery Operations Manager is responsible for coordinating and planning for the Refinery Operations within in the process parameter limits and following the company’s HSE policy and procedures.


Responsibilities include:

  • Directs, coordinates and supervises all Day to day operations of the PU department and leads the team of PU Operations.
  • Primary function is optimizing the safe processing of the petroleum feedstock to meet contract requirements including adherence to the company health, safety and environmental standards.
  • Interfaces with the ATT Terminal Operations Manager for the overall safe and efficient operation of the PU operates the PU to meet the needs of the client with-in the operation limits 
  • Ensures that the PU process operations is run safely (in coordination with HSE Department) within defined environmental standards of Malaysia.
  • Directs and supervises the activities of the PU refinery process group , Performs supervisory functions and exercises financial authority at the level established by the Plant Manager.
  • Ensures the PU is operated in a safe and efficient manner that maximizes the yields of refined petroleum products, Operates with in the process limits, minimizes the risk of producing off-specification product and minimized fuel usage.
  • Prepares daily production plan.
  • Coordinates with the technical department to assure implementation of predictive, preventive, and corrective maintenance works while minimizing PU downtime.
  • Assists the Technical Manager in planning the PU major shutdown maintenance programs. Ensures that all equipment related issues are reported to the Technical Manager for corrective actions.
  • Provides guidance to subordinates to ensure that work is carried out in accordance with correct engineering and safety standards and follows up on such work until satisfactory completion.
  • Implements detailed process operation related procedures and practices including shutdown, start-up, decoking, vessel entry, etc. Ensures that activities are carried out safely and with due regard at all times to employee safety and protection of the PU assets. 
  • Approves all work time sheets and overtime.
  • Carries out other similar or related duties, as assigned, such as ensuring observance of all safety and fire rules and regulations by subordinates, providing regular technical reports, attending and participating in planning and operational meetings, ensuring available manpower is utilized effectively.
  • Holds daily meeting with the operations team. Follows-up with investigations on matters arising.
  • Assures all HSE guidelines are rigorously enforced with assistance from the HSE department.


Qualifications and Experience


  • Bachelors Degree in Chemical and/or Process Engineering
  • Extensive knowledge of Refinery process operations and hands on field supervision .
  • Extensive knowledge of marine terminal operations and petroleum storage tanks
  • Excellent computer skills in word processing, spreadsheets, project management and engineering software
  • A minimum of 10 years experience related to Planning
  • Experience in performing economic evaluations, feasibility studies and preparing requests for
  • Experience with professional consultant in planning and executing engineering studies.
  • Experience in applying and analyzing process/system simulation and economics of Petrochemical operations
